Full Speed Ahead for CHOC Energy In California
Offering valuable energy savings solutions for working families
Under Vice President Fabiola Ortiz’s leadership, CHOC Energy is making bold moves in 2023. Specializing in the deployment of the Energy Savings Assistance Program (ESAP) for disadvantaged communities throughout California, CHOC Energy, a division of CHOC, currently offers free weatherization services, including attic insulation, duct sealing, minor home repairs and appliance replacements across Northern California. In 2023, the division’s goal is to expand its reach even farther.
Investing in Our Team
One of the primary focuses for the year is upskilling the current workforce at CHOC Energy. Select technicians are currently in training to obtain EPA Certification, while others are in HVAC training on heat pump technologies. As the State of California advances toward greener technologies, CHOC Energy’s goal is to have certified crews to perform new electrification installations.

New Partnerships Underway
CHOC Energy has partnered with El Concilio of San Mateo, a nonprofit, community-based organization committed to increasing education, employment and access to services to underserved communities in San Mateo County. We are honored to be partnering with El Concilio; through this partnership, CHOC Energy is providing the installation of energy program measures in various locations across the Peninsula. Minor home repairs will also include roof damage, handicap ramps, door replacements, and grab bars.
Expansion of Program Offerings
Fabiola is leading CHOC Energy through an expansion of program offerings as well. The Farmworkers Low Income Weatherization Program (LIWP) is a state funded program providing residents working in agriculture weatherization services. Program measures will include: appliance, insulation, water and heating replacement, thermostats, ceiling fans, and solar.
CHOC Energy is also working with the CalNEXT program, a statewide initiative to identify and test emerging technologies that support California's decarbonization future; Energy is currently surveying the condition of homes belonging to customers living in specific communities, in order to identify them as candidates for certain installations and/or electrification.
Regional Expansion
CHOC Energy is in the process of expanding its service area. New counties served include: San Mateo, South San Francisco, Santa Cruz, Napa and Sonoma. The latter three (3) counties will include the LIWP program for farmworkers.
Bringing Energy Cost Savings to Low-Income Households
Through outreach and education, CHOC Energy promotes energy efficiency and energy conservation programs in Northern California. We specialize in the deployment of California’s Energy Savings Program for Disadvantaged Communities (ESA) and Low-Income Weatherization Program (LIWP), serving low-income households across Alameda, Contra Costa, Napa, Sacramento, San Joaquin, San Mateo, Solano and Yolo counties.
These two programs serve low-income, single, and multifamily residences, delivering energy cost savings to customers through the installation of energy upgrades.
CHOC Energy is now offering new, additional free weatherization services, including appliance switch outs, HVAC appliance repair/replacement, air conditioning tune-up, minor home repairs, and the replacement of obsolete or non-functional units. These greatly needed services save each family in our Northern California communities hundreds of dollars every year on electricity, gas, and other utility bills.
Find Out If Your Household Qualifies
Qualified single-family homeowners have the ability to verify if their household is qualified for California’s ESA program. If households have an active PG&E electric and/or gas account, the current residence has not been weatherized by ESA in the past five years, and total gross household income does not exceed income guidelines, these homeowners may qualify for the ESA program.

Responsibilities for our Energy Specialist position include explaining the Energy Savings Program to customers, performing energy assessments of a customer’s home, identifying and recording where customers can save energy, and more, listed in the full job description.
Responsibilities for our Weatherization Specialist position include basic carpentry skills, in order to install new CFL’s, faucet aerators, showerheads, weather-stripping, water heater blankets, caulking, strike plates and more.
